Union Budget 2020: Govt allocates Rs 1.67 lakh crore to MHA

NEW DELHI: A total sum of Rs 1,67,250 crore has been allocated to the home ministry in Union budget 2020-21, of which nearly 63% will go to police organisations and schemes aimed at enhancing police resources. A major chunk of the home ministry expenditure, amounting to Rs 30,757 crore, has also been earmarked for transfers to the newly-created Union Territory of Jammu and Kashmir.
While the home ministry allocation excluding transfers to UTs is down to Rs 1,14,387 crore from Rs 1,24,082 crore in 2019-20 (RE), the budgeting for transfers to UTs has increased substantially to Rs 53,864 crore from around Rs 15,025 crore in 2019-20 (RE excluding the two UTs of Daman & Diu and Dadra and Nagar Haveli, now merged into one). The spike is largely on account of impressive allocations to the new UTs of J&K and Ladakh to fund the Modi governments push to development and welfare initiatives there.
UT of J&K and UT of Ladakh shall receive Rs 30,757 crore and Rs 5,958 crore respectively as Central transfers. In addition, they will be extended Rs 14,652 crore as grants in lieu of finance commission awards and erstwhile J&K states share of net proceeds of taxes.
With Census and NPR exercise coming up, the allocation towards census, survey and statistics handled by the Registrar General of India has been raised to Rs 4,568 crore from the 2019-20 revised estimate of Rs 1,121 crore. The first phase of Census 2021 and NPR is due to be held simultaneously between April and September.
Allocation under the police head has been increased to Rs 1,05,244 crore from the revised 2019-20 estimate of Rs 1,03,202 crore. Central armed police forces have together been allocated Rs 77,886 crore, up from Rs 76,169 crore budgeted in last fiscal. The police head Read More – Source
