NEW DELHI: Amid lockdown, the office of the Comptroller and Auditor General is working full-time completing evaluation of the countrys health infrastructure, whether they are compatible dealing with the Coronavirus pandemic. The important reports being readied include an audit of outcomes in ESI hospitals and another on the procurements of drugs and vaccines for the Central Government Health System (CGHS).
The two reports, among dozens of others, are part of CAGs 2019-20 audit plan and almost 65% ready without being delayed due to two months of the lockdown. The auditor is also reviewing the Centres fiscal management and its adherence to the Fiscal Responsibility and Budget Management (FRBM) Act, an important audit in view of the Rs 20 lakh crore stimulus announced by the government.
Though the stimulus package announced by the FM last week may skip the audit since they are allocation for the current financial year, however, performance in previous years could be a major yardstick to determine governments compliance of the fiscal responsibilities.
Like the ESI hospitals, the CGHS run dispensaries across states are providing OPD services and free medicine to insured employees and pensioners. According to sources, CAG Rajiv Mehrishi has been regularly monitoring progress of reports targeted to be completed by the Monsoon session. Despite continuation of the lockdown, Mehrishi and other senior officials of the CAG have been regularly attending office since April 14, said a senior official.
