NEW DELHI: The ministry of home affairs on Wednesday issued fresh containment guidelines for enforcing the second phase of the coronavirus lockdown which will continue to remain in force till May 3.
MHA has issued a fresh list of activities not permitted during the lockdown as well as activities will be permitted once the restrictions are partially lifted April 20 onwards.

Activities continue to remain prohibited until May 3:
- All domestic and international air travel of passengers except for security purposes
- All passenger movement by trains, except for security purposes
- Buses for public transport
- Metro rail services
- Inter-district and inter-state movement of individuals except for medical reasons or for permitted activities
- All educational, training, coaching institutions etc. shall remain closed
- All industrial and commercial activities other than those permitted
- Hospitality services other than those specifically permitted
- Taxis (including auto rickshaws and cycle rickshaws) and services of cab aggregators
- All cinema halls, malls, shopping complexes, gymnasiums, sports complexes, swimming pools, entertainment parks, theatres, bars and auditoriums, assembly halls etc.
- All social/ political/ sports/ entertainment/ academic cultural/ religious functions/ other gatherings
- All religious places/ places of worship shall be closed for public. Religious congregations are strictly prohibited
- In case of funerals, congregation of more than twenty persons will not be permitted
However, grocery stores, fruit, vegetables shops or carts, milk booths, poultry, meat and fish shops to remain open even during lockdown.
Activities permitted April 20 onwards
To mitigate hardship to the public, select additional activities have been allowed April 20 onwards which will be operationalized by states, UTs and district administrations while adhering to social distancing measures. However, exemptions given from April 20 will not be applicable in Covid-19 hotspots or containment zones and industries operating in rural areas will be able to operate only after April 30:
- Agricultural, horticultural, farming, procurement of agri products, 'mandis'
- Fishery, aquaculture and plantation activities
- All health services (including AYUSH)
- Shops of farm machinery, its spare parts, supply chain, repairs, 'Custom Hiring Centres' related to machinery
- Manufacturing units of pharmaceuticals, medical devices, construction of medical infrastructure
