Germany took the lead through a Toni Kroos penalty in the first half, but Antoine Griezmanns header and penalty saw France complete a second half turnaround.
The defeat marks the end of another frustrating international period for Low, who saw Germany crash out of the World Cup at the group stages in the summer.
Incredibly, this was their sixth defeat of 2018 – the first time a Germany team have lost that total of games in a calendar year.

They had previously lost five matches in 1985 and 1956.
That total could rise even higher with Germany set to face Russia and then a crunch tie with the Netherlands in November, with their place in League A of the Nations League on the line.
They will be relegated if the Netherlands beat France and Low is fighting for his job.
