The Manchester City coach had been the favourite to replace Arsene Wenger with reports going as far to claim that his arrival would be announced this week.
However, Marca claim Ivan Gazidis and Stan Kroenke are in agreement that Artetas appointment would be a risk and the Gunners need a more experienced manager at the helm.
The report states that Arteta was very close to becoming Arsenals next manager before a change of heart at boardroom level convinced the club to look elsewhere.
Former PSG boss Unai Emery is believed to be in London today to speak to Arsenal and the Gunners want the next man in place before the start of the World Cup in three weeks time.
