However, according to Mirror Sport, the Portuguese side are likely to accept offers around the price Arsenal are willing to pay.
The report also suggests the transfer is dependent on the Gunners winning the Europa League this season, due to the players desire to play in next seasons Champions League.
Despite not having yet made an appearance for Benficas first team, the 18-year-old has alerted Europes top sides with a four outstanding performances for Portugals under-21 side, scoring two goals.

Felix has made 28 appearances for Benficas B side since 2016 in the second tier of Portuguese football and has scored seven times.
Arsenal are keen to wrap up any potential deal early this summer due to rival interest from AC Milan, Monaco and Paris Saint-Germain, among others.
The midfielder could be portrayed as long-term replacement for Jack Wilshere, who is yet to agree a new deal at the Emirates despite his current deal expiring at the end of the season.
